Draft Minutes from the 3-20 meeting

The committee received the agenda & the committee's 2010 Operating Budget
in Detail
Scope of committee can be read in the bylaws - Specify duties are to care for the common area
and infrastructure.
The committee concurred that priorities would continue to be safety issues first and then they would
balance & budget under the priorities:
- Utilities - water, power & septic
- Roads and drainage
- Recreation
All committee members
introduced themselves and told of areas of interest or expertise. Bill Aldrich agreed to continue
as Chairperson. Colleen McKnight agreed to act as Secretary.
An open discussion with the members began about the perceived state of the community. The following items were
included in the discussion:
- Need a reserve study to help with this planning
& budgeting
- Need an inventory of tools and equipment
- Gazebos
- need replacing (or removing the fallen down pieces in the case of the Meadows)
- Comfort stations
- 16 need to have roofs rebuild, 2 have been done
- Bridge for Trail #3 is gone
- Bridge over creek to Land's West office needs to be removed
- Meadow flooding unresolved
- Archery Range is gone
- Lake has algae bloom
Bill
presented some additional items - in lue of the Board Requests for Action Items
- Gravel
pit policy
- Safety issue with chain link fence at pool not meeting building
- Back gate not adequate
- Vehicles need to be replaced
Marlene
presented the Manger's Request for Action Items. It was noted that the maintenance staff (and work from lot owner volunteers)
can still be done without board approval as long as it's within the committees existing budget and under the $1000 cap.
Energy study and plan to use less lights around the pool, to use skylights
when rebuilding the comfort stations
Status of hot tubs - 1 still leaks
and they are to be turned on next month
Department of Fisheries still
is counting on Lake Tyee to fulfil it's obligation to build a fish ladder. This will tie in with the flooding in the
Meadow. This is crucial because if the septic system in the Meadows fails the lots there will loose both their septic
and water systems
Lots recently acquired from owners will be sold -
need the committee or board to specify scope of work as far as clearing and clean up
Concrete building housing equipment needs to be taken down and another storage facility needs to be found
Assignment of Action Items (or creation of sub-committees?)
- Reserve Study - Dick
Zegers
It was suggested by Marlene that HOA rules require the first reserve study to be done to a certain certification?
This will be researched & clarified. Dick does not believe purchasing software specific to reserve studies is necessary.
He will come back with a plan for how to proceed.
There is hope that this reserve study will produce some
Grant options, especially as related to energy use or changing vehicle types. - Fencing - Allen
Ward
Will get the price for materials for the Meadow / Mount Baker Road fence. The LT Staff and volunteers can
install so directions and a scope of work will be necessary.
Will get materials to repair the safety issue of the chain
link fencing not connecting with the clubhouse. LT Staff can repair. - Lake Issues
- Monte Smith
Will get water tested for algae bloom and proceed with either further testing or treatment.
Mike Prentis
and Monte will work to create a plan so algae will not return. We need more water movement - maybe a fountain?
Long range plan to dredge the lake. - Lighting Issues - Brian Esau
Will research with
Marlene or lighting companies how much light is required by law around pools. Will research options & cost of poles
and lights. - Product investigation - Bill Aldrich
Quantity ordering for cost savings
on pool supplies, possibly other cleaning supplies.
Current cost of Dustless for lot owners to purchase, LT Staff to
apply. - Back Gate - Bill Aldrich & Marlene
A lot owner who owns a metal fabrication
shop that specializes in logging equipment has offered to study and suggest changes to the back gate. Contact will be
made with him and a report will follow. - Comfort station rebuild - Marlene
Will identify
the 2 in the worst shape. A committee representative and LT Staff will determine scope of work, essentially bidding
the job using LT Staff and volunteers. The committee will then determine if doing the job in-house or seeking outside
bids would be appropriate.
Unassigned items needing committee investigation and
recommendations to the board
- Vehicle replacement
Committee consensus was that under
the 93 covenants (our current governing document) we are allowed to have golf carts and other utility vehicles. This
would allow for the purchase of a 'Gator' type vehicle for driving at 10 mph, able to climb Goat Hill, and used mostly
for cleaning comfort stations. The committee believes the board should create a policy regarding lot owner's use of
golf carts before the staff begins using something similar. - Gravel Pit & Brush Pile Policies
The committee will recommend to the board that they set a policy so gravel can be taken from the pit and brush can be placed
on the pile.
Issues for the board to determine: - Permits to be issued at office -
displayed in vehicle window then returned to office
- Free for certain amount of product taken
from pit, or left on pile - cost to lot owner for additions?
- Only 'open' certain days, but fence
much remain unlocked due to access in case of an emergency
- Fish ladder / Meadow's
Flooding & possible loss of water & septic service to Meadows. Need to create a plan to build the
fish ladder, made of concrete, as we promised to do several year's ago. Need to create a plan to let Grandy Creek drain
correctly, probably dredging 400'-500' down stream until we find the natural drop. Need to understand agency relationships
- FEMA, DNR, Washington State Fisheries, Skagit County
The meeting closed with the commitment
of all to work toward engaging the lot owners through good communications. The committee members will receive minutes
and notices of meeting by e-mail. The lot owners will be encouraged to ask questions, make comments, supply ideas, and
to help via the laketyee.org website. On special cases, especially if financial data is disclosed, notices of projects
might be sent out via the official Lake Tyee e-mail list.
